Chapter wise analysis.

Usually candidates begin their study from the first chapter. But that is not the rational approach. Once should always begin with 2nd chapter i.e., Basic principles and concepts. It gives the fundamental knowledge of organization because public administration fundamentally a study of organizations.

After understanding the basic concepts one must study the III chapter that deals with theories of organization.

It should be followed by IV chapter that is related to organizational behaviour.

After getting conversed with II, III, IV chapters go to the I chapter. It deals with the theories that comes after the IV chapter more over the topic - Evolution of public Admn" is a combination of various topics studies under II, III, IV chapters.

Having finished this bunc of chapters the candidate has to move second group of topics that begin with "Accountability and control. It should be read with the chapter on "Financial administration". Both these chapters have certain areas in common like legislative control over budget.

The next chapter to be read is "personal administration". It should be studies along with civil services in India (10th chapter).

In this segment the sixth chapter is "Administrative systems in ISA, UK, France and Japan" should be studies after understanding the concepts of control, financial administration and personal administration.

The final segment of the syllabus is related to Indian administration. It compromises the chapters on central administration state and District Administration and Local governments. These areas coincide with Indian polity.
